Fear takes hold: all Shaken penalties plus must flee the source each round with a move action.
A frightened character wants only to be somewhere else. They suffer all the
Shaken penalties (-2 to attack, saves, skill and ability checks) and, in
addition, must spend their move action each round to move away from the
source of fear -- toward cover, an exit, or simply put distance between
themselves and it. They may still attack or manifest with their standard
action, but they do so while retreating and at the full penalty. Frightened
is the second rung of the fear ladder: gaining fear while already Frightened
escalates to Panicked. A Will save on onset resists it, and the condition
ends when the source is gone, out of line of effect, or the duration lapses.
