Notes
Controlling Faction: Independent
Dangers: Unlicensed Core jumps tear the local Fold veil weekly; half the figures on the concourse are not fully asleep., Enforcer squads are factional; arrests are territorial, not judicial, and bail is whatever you can carry., The dock bosses will vent you out an airlock over a disputed manifest and call it inventory shrinkage.
Hooks: Broker a ghost-haul manifest before the harbormaster sells the berth to a rival cartel, and find out what the cargo is doing to the dockhands., A Kadiss beacon update names you; the Quays enforcers want to know which crew leaked your old handle into the official grid., Find the unlicensed Core operator willing to jump a banned cargo offworld before the Legion cutter arrives; the operator is hiding in the Whisper Ring.
Lore: Freemarket Quays exists because trade moves faster than the Legion cutters and foldBleed moves faster than law. The Quays take everything the Core will not licence: ghost-haul salvage from Fold-touched derelicts, unlicensed psions seeking off-grid work, smuggled ark-tech, and the records of people who want to die on paper. The Hook Syndicate unlicensed Core ring sits in the hollowed freighter called Whisper Ring, and their jump tearings are the proximate cause of the Quays' elevated Fold veil; every illegal fold rips the local membrane a little more, and the ghost-haul wrecks that drift in are the harvest of those tears. Rim clans use the Quays to fence, cure or hide, and the Cadre Charter explicitly disavows the station, which keeps the Legion patrols infrequent and bribable. The Quays answer to no Family, recognise no Kadiss tier, and hold no Rek, because being on the books here is what gets you killed somewhere else.
Notable: Sprawl of jury-rigged docks, pressurised habs and wrecked hulls lashed to the rock of an unnamed asteroid. Three rival cartels (the Quay Council, the Salt Combine, the Orphan Lot) hold the berths; a fourth, the Hook Syndicate, runs the unlicensed Core ring out of a hollowed freighter on the dark side.
