Notes

Controlling Faction: Independent

Dangers: The Reach is stable, but stability is enforced at gunpoint and any factional drift ends in a public execution on the High Court steps., Off-grid travelers are tolerated for exactly one market day before the Reach Wardens reclassify them as cargo., Every licensed Core fold on the seat world draws assassins and rivals; you arrive when they do.

Hooks: Warlord Mireille Okafor wants a private audience, and the price is whatever you know about the Core assassin currently in-system., The Reach's licensed Core is the only stable passage through this Rim cluster; a rival clan is offering twice the rek to ground it for a single cycle., Recover a defected Ironball champion from a Reach safehouse before Okafor's rivals use him as a pretext for war.

Lore: Okafor's Reach is the seat of Warlord Mireille "Nine-Systems" Okafor, the closest thing the Rim has to a unifier, which is precisely why the Core and every rival clan want her dead. The Reach works because Okafor holds the only licensed LaGrange Core passage through nine Rim systems; anyone wanting to move goods, people or iron rek in or out of her cluster folds through her Core and pays her tithe. This monopoly is the cause of her power and the cause of her vulnerability: the moment she nears unifying the Rim, the others (and quietly the Core) tear her down. The Reach itself is run with a brutal civic order; her court sits on the basalt High Court, her Ironball arena bleeds restless young warriors, and her tribute compounds house clan hostages who would be useful only if she breaks faith. The licensed Core gives her a medium Fold veil; she does not pretend to safety, she pretends to control. Off the Reach, her tributary belt Oath Keep enforces the borders with garrisons that will not move without her word.

Notable: A temperate, well-watered seat world with a single fortified city of basalt and pressure-glass, ringed by license-checked orbital docks and a Confed-recognised Fold Core under heavy Okafor guard. Outside the walls: clan tribute compounds, an Ironball arena district, and the long fields that feed the Reach's own people.
