Controlling Faction: Independent

Dangers: The pelagic is not empty; sub-surface fauna is large, intelligent, and territorial in ways the colony has only begun to catalogue., The Fold behaves differently underwater: bleed-through presents as drownings, mass hallucinations at depth, and the wrong fish surfacing in the wrong season., Buoy-station life is governed by weather and tide; a bad swell can cut a station off from supply for weeks.

Hooks: Run a buoy-tender between the Pelagic Verge chain and the nearest licensed Core world; the route passes over the Sunken Beacon and the captain's logs are getting stranger., Find a way to surface-dive to the drowned city foundation beneath Verge Anchorage before the colony's charter is rewritten to forbid it., A Pelagic marriage guild is paying Rek for an officiant willing to wed a deep-diver couple at the bottom of the abyss.

Lore: Pelagic Verge is a water world where almost everyone lives on what floats and a few live on what does not. The archipelago is too small for sixty thousand people; the buoy-stations take up the rest, and the rest of the rest are the deep-divers, the salvage crews and the buoy-tenders who keep the colony's connection to the rest of the Rim alive. The planet's medium Fold veil is the surface veil; underwater, the Fold behaves strangely, because water insulates psy-resonance differently than vacuum or stone, and the result is a depth-stratified veil that the colony's chaplains map by lost divers rather than instruments. The buoy-station chain is anchored to a single licensed Core buoy at Verge Anchorage, which is also where the drowned Kadiss beacon (Sunken Beacon) sits in twenty fathoms, still pinging ghost-updates into a grid that does not hear them. Pelagic Verge is a place where the ocean is the Empire and the buoy-stations are its shore; everyone who lives here negotiates with the water, and the water usually wins.

Notable: A water world with one small equatorial archipelago and a string of buoy-stations on the pelagic surface. The colony lives on the water and the waves; the deep is the colony's frontier and its cemetery.
