She controls the food supply and the water recycler, which in a valley settlement means she controls the number of days the Reach can be under siege before the question answers itself. Nobody else on the council has written that number down.
She wants to negotiate. Dane's terms are census and labour assignment, and two settlements have already accepted them and are still standing, still fed, still recycling water. She has read that as evidence and she is not being stupid to have done so.
What she has not weighed is what a labour assignment is once the rare-earth runs out, and she will listen to somebody who puts that to her without calling her a coward first.
If the party alienate her she can defect to Dane's side, and the settlement loses the reserves with her. That is not treachery in her account of it. It is a chief of hydroponics taking the food to where the people will still be alive to eat it.
