The psion projects their voice directly into the mind of one creature within
range. The target hears the psion's voice as if from inside their own skull,
clearly and unmistakably, bypassing any ear-block, deafness, or sonic defence.
If used purely to communicate, no save. If used to issue a single short
command (one sentence, must sound reasonable), the target makes a Will save;
on failure they follow the command for 1 round as if dominated by a single
action (attack, flee, drop weapon, open a door).
