The psion draws heat from a touched surface or limb, dealing 1d4 cold
damage (Fortitude save for half). A touched limb goes numb for 1 round,
imposing a -2 penalty on all checks made with that limb. Against a small
mechanism (a lock, a hinge, a trigger assembly) the power can frost-seal
it, jamming it for 1 round unless the mechanism or its operator succeeds
on a Fortitude save. The damage bypasses armour that does not specifically
protect against extreme cold.
