Silent mind-to-mind comms with known minds; unjammable.
The psion opens a channel that runs beneath every frequency the
living and the machines know. Linked minds speak mind to mind in
words shaped like text on a dark screen: silent, precise, overheard
by nothing with ears or antennae. Unjammable and unmonitorable: it uses no electromagnetic broadcast. Each mind in the net is a
node the psion has touched before -- strangers cannot be pulled in
without a separate telepathic lock.

Notes
Effect: The psion establishes silent, text-feel telepathic communication with
any number of known minds within 100 feet for 10 minutes per level. A
"known mind" is any creature the psion has met and whose mental
presence they have sensed -- typically anyone they have spent at least
a few minutes with or previously read with another telepathic power.
Communication is at the speed of thought and carries the approximate
fidelity of written text: clear words, no emotional bleed, no deep
reading, no visual transmission. The channel cannot be jammed,
intercepted, or detected by technological means. Each participant
may send and receive. The psion may end the channel for any
participant as a free action.
