Armour reduces base speed based on its weight class. The penalty is a flat
reduction in feet, not a percentage. Armour speed penalties do NOT stack with
encumbrance speed penalties; apply the worse of the two. Powered armour
requires Power Armour Training (feat or class feature) to function properly.
Without training, the servos fight the wearer's natural gait. See TBL-MOVEMENT-
BY-SIZE for base speeds and spec-movement-rest section 1.3 for full rules.
