DC targets for Persuasion, Intimidation, Deception, Streetwise, and Bureaucracy checks against NPCs at each attitude tier.
The base DC of an influence check is set by the NPC's current attitude (5 tiers),
Faction standing and prior dialogue choices shift the NPC's live disposition,
which selects the attitude row before the check is rolled.
Skill choice does NOT modify base DC -- that is the point of being trained in
Persuasion vs. Intimidation. DC is a function of how hard the NPC is to budge,
not which skill the PC chose.
Synergy: faction reputation applies to the roll bonus, not to the DC. A +3
Allied PC has +4 Persuasion against faction NPCs (see spec-social-encounters S4.3);
the DC stays as written in this table.
