Gunnery is the art of hitting things that are very far away and moving very
fast. It covers turret-mounted lasers, railgun batteries, missile launchers,
point-defence clusters, and vehicle-mounted weapons. Unlike personal-scale
combat, ship weapons do NOT use BAB -- the gunnery resolution is entirely
skill-driven: d20 + Gunnery ranks + DEX mod >= 10 + target Evasion. A
skilled gunner is the difference between a kill and a miss at relativistic
ranges. In the verse, gunners are the quiet killers of fleet engagements;
the Legion trains dedicated fire-control specialists, and every pirate crew
needs someone who can thread a missile through point-defence.

halves called-shot penalties.
